THE EYES OF THE BIRDS is a fictional film that follows the visit of a delegation from the International Committee of the Red Cross to a Uruguayan prison ironically named "Libertad." The three man delegation interviews prisoners in specially prepared cells. The delegation soon learns the chilling truth about conditions in the prison.

Later, the delegates also learn that their conversations have been recorded secretly by the prison authorities. This leads to division within the group about their appropriate course of action and after their departure many prisoners are subjected to reprisals; others "disappear."
